Introduction

When most people think about the Navy in World War II, they call to mind images from Victory at Sea of titanic duels between aircraft carriers and battleships accompanied by the unforgettable music of Richard Rodgers. Very few give a thought to the hundreds of installations within the United States that built and repaired the ships, trained the crews, taught naval aviators hot to fly, and supplied the fleets that won the war. Even Samuel Eliot Morison's massive 15-volume History of United States Naval Operations in World War II devotes relatively few pages to this massive support effort. During the war, the weight of paper records generated by the Navy was probably more than enough to sink all of the ships in the fleet. Fortunately, most of those records were kept at bases on land which couldn't sink but were usually hard-pressed to build enough temporary warehouses to store them. After the war, Navy personnel screened the records, disposed of tons of material, and sent much of the rest to various Navy Records Centers. In the early 1970's, more than 22,000 cubic feet of records (over 66 million pages) were transferred to the National Archives and are now in the twelve depositories that make up the Regional Archives System (see Appendix I). They are part of Record Group 181, Records of Naval Districts and Shore Establishments, and document in great detail the Navy's efforts on the homefront to defend the coast and produce the ships and equipment needed overseas. They are available to any researcher interested in this much neglected aspect of World War II history. We hope this Special List will encourage the use of these records.

The history of the Navy's activities ashore is long and complex. In 1954, the Naval History Division of the Office of the Chief of Naval Operations produced Fifty Years of Naval District Development, 1903-1953 which is an excellent source of general background information. Although the Navy Department established yards and other shore installations to support the fleet as early as 1798, a formal system of Naval Districts was not set up until 1903. The boundaries and functions of the districts changed over time but in general the officer in charge of each one was usually called "Commandant" and was responsible for defending the coast and exercised military and administrative control over yards, stations, air installations, and training facilities. During World War I, responsibility for moving huge quantities of men and supplies to Europe produced a major increase in staff size as the districts became involved in procurement and the inspection and protection of merchant ships.

Although there as a drastic reduction in the level of activity between the wars, the basic job of defending the coast became more complicated with advances in the c capabilities of submarines and aircraft. Naval District staff had to deal with improving communications along the coast and coordinating with the army, mine laying and mine sweeping, and protecting harbors from submarines with booms and nets. Increases in defense spending in 1940 produced another major expansion in the size and scope of functions of the Naval Districts.

America's entry into World War II accelerated the growth of the Navy's shore establishment. Naval Districts took on the massive job of managing the construction, repair, and refitting of naval ships and assumed responsibility for arming merchant ships installing and repairing electronic equipment on naval ships, and degaussing ships to prevent detonation of magnetic mines. Building and maintaining the facilities required to accomplish all of that was a major undertaking in itself but Naval Districts were also responsible for building and operating the bases required to train millions of sailors and aviators. Life in virtually every community in the United States was touched in some way by the Navy's training or construction programs.

As the size of the war effort increased so did the number of people who worked for the Commandant of each Naval District. Soon there were Assistant Commandants for Planning, Training, and Logistics. There were District War Plans Officers, District Intelligence Officers, District Legal Officers and various Industrial Managers and Ship Building Supervisors. Every one of those people created records and most of that paper is now in the National Archives Regional Archives System.

Fortunately, for anyone trying to use this massive amount of documentation, the Secretary of the Navy approved a subject filing system on July 5, 1923 which most officers followed dutifully. Every incoming or outgoing piece of paper was assigned to an alpha-numeric category with numerous cross-references (see appendix II). The majority of the tidal waves of paper that flowed in and out of a Naval District went into what this guide designates the Commandant's "Central Subject File." In most cases it contains instructions, bulletins, press releases, publications and newsletters, narrative and statistical reports, tables of organization, organization charts, functional statements, lists of activities, budget estimates, lists of expenditures, allotment authorizations, and related fiscal records. In many cases there are records relating to the construction and repair of facilities, establishment and disestablishment of shore installations, the arrival and departure of vessels, the commissioning and decommissioning of ships, and the activation and deactivation of units. The files often contain records on the drafting and implementation of specific war plans, combat reports, reports on submarine attacks and anti-submarine activity, and the organization of shore patrols and beach defenses. There are often intelligence reports on enemy military activity as well as reports on efforts to combat sabotage and control suspected subversives. Some of the files include photographs and maps. The newsletters and publications of various units provide a fascinating look at the way the war was presented to both Navy personnel and civilians in local communities.

In addition to the material that was placed in the Commandant's "Central Subject File" many of the subordinate offices in the Naval District maintained their own files using the same alpha-numeric system. IOn this inventory, such collections are also called "Central Subject Files" and are listed 8under whatever office accumulated them. In some cases, they contain material not found in the Commandant's "Central Subject File." For example, the "Central Subject Files" of the War Plans Office often include operational orders and plans on coastal blackout procedures, harbor and anti-aircraft defense plans, reports on seizures of foreign vessels, and post-war demobilization/mobilization plans. The "Central Subject Files" of the District Intelligence Officer often include reports on ship movements, bulletins and summaries issued by various units, reports on sabotage and subversion, lists of enemy aliens, reports on postal and radio intercepts and censorship and counter-espionage activities. Records from the 8th Naval District include reports beginning in 1936 on the movement of Japanese ships and lists of all ships entering and leaving Gulf Coast ports.

Some units and subordinate offices ignored the regulations and adopted their own unique filing systems. In those cases, the Regional Archives which holds the records can usually provide researchers with a folder title list or similar finding aid.

Ship building and repair was a major priority with Naval Districts and the files of the Industrial Managers or the various Supervisors of Shipbuilding often include lists of the names and types of ships under construction, technical publications on shipbuilding practices, budget estimates, issuances of the Bureau of Ships, and narrative and statistical reports on local labor conditions.

The Special List includes records created by various training commands such as the Naval Air Advanced Training Command and the Great Lakes Naval Training Center which operated within the geographic boundaries of a Naval District but were basically independent of the Commandant. These records are also generally arranged in accordance with the alpha-numeric subject system and include technical publications and training manuals, narrative and statistical reports on training activities, and accident reports for flying activities, There are often records about training programs at civilian colleges such as the "V-12" program. The records often include "War Diaries" and histories of an organization's activities during the war.

The bulk of the records described in this Special List was created during World War II. However, some of ;the Regional Archives have material created prior to 1939 and as late as 1959. Records for the 1945-49 time period provide information about demobilization, the bitter debates over unification of the armed services and the allocation of defense budgets, emphasis on the development of the Naval Reserve, and the growing

concern with the Soviet Union. Records for the Korean War period document the Navy's efforts to remobilize both fleet units and merchant shipping. Records created after 1953 show the Navy's attempts to adapt to the changing requirements of the nuclear age and develop a role for Naval aviation.

In addition to the records described in this guide, there are some RG 181 records stored at the Washington National Records Center in Suitland, Maryland. These records were created primarily by the Washington Naval Yard and are described in Preliminary Inventory NM-72. In many cases, Navy personnel screened and destroyed records before transfer to the National Archives. Often, only selected files from the "A" classification remain. Researchers should contact the Director of the appropriate Regional Archives for specific information about the file categories that are available for a particular unit.
